Would I be able to make a regular fox with two tails with a mutation? They would be born with them and unlike a kitsune they would not gain any more and they wouldn’t have any other kitsune characteristic.

Yep! Mutations of that sort are free! But it is listed in the shop despite this.
FYI I’ve found that if an item/power in the shop says it is Sold Out and the price is also set to zero then it is usually free for all to use. It’s not really a power but it permits to add minor mutations/ characteristics not naturally seen in the chosen species to their OC as long as they offer minimal to no advantages for the characters.
