- the observatory set on a cliff overlooking the ocean
- set at the base of the cliff is a little hidden alcove of a beach of sorts where the town is half in the alcove itself and part of it floats on the water
- a cave system works into the cliff itself where the main hub is, the town being primarily the shops and home base for those who wish to stay outside of the caves
but i'm not 100% on even that since you said the caves lead to an open air area so is this just a large chamber where a large group may assemble comfortably or is it a cave with an open roof that has the system allowing travel up to the observatory proper, though i do feel an observatory might not be fitting any longer if it lacks the connection to the stars
i sort of like the idea deities are in place but are not a required thing. the way this works being sun's following of apollo and artemis while the constellations asc has in high regard are very heavily centered around the gods as well as each is tied to a god, this translating into a base worship, possibly of the sun signifying the merchant side so those of that side of things have charms of gold and during celebrations and war they are painted with gold and sun designs, while the justice keeps to the moon and have silver charms and thus are painted in gold with moon designs to keep part of that in it, in a way merges the fact both do have gods in place in a slight way though it is centered around the celestial bodies rather then gods without the need for worship if it is preferred that way
merge in ic possibly there could be natural destruction, sun is set in a fjord which can reach extremely low tempretures so frost could easily kill off the flora and a layer of ice over the water drasticly depletes the food supply and asc could go through extremely heavy snow to the point the bunker is inhabitable and the lower levels of the observatory are concrete with no real way of heating them properly offering more problems leading into one of them sheltering with the other and the issues with the second group forcing all to band together to find a new place to wait out the harsh weather
