I agree with the HTML thing, due to the safety thing. I think it's best to proceed with caution for that.

As for some other stuff, maybe doing contests or the like to increase activity? Maybe rebooting the groups/doing a competition for new groups once the transfer is done to encourage more activity?

It feels like, as well, plots have not been able to be closed/done, which causes members to leave the site. Perhaps finding a way to close the plots, such as the ghost one?

To welcome new members, we could offer newbie raffles somewhat or like a newbie-specific area to help get them started? Maybe games and such that make it easier for new people to talk to other?
