THE STARTERS - OFFICIAL GUIDE (5/27) - Verdigris - 05-28-2019
One day, you find yourself sick of the state of society, and seek out those who wish to change it.
You exit the forest and come out into the open fields, where crowds of creatures await you. Their eyes peer into you, but you do not back away. You have a conviction, and you will follow it if it kills you. In the center of it all is a small rodent, barely the size of your paw, yet you could sense his iron resolve from miles away. He glares up at you, but a smile forms on his face.
"You feel it too," he says, twitching his tiny tail. "This world is unbalanced, tipped in favor of the strong." You look up, and you see your new comrades' faces- hungry, ambitious, ready to bring about a change that will not come on its own. You turn back to the rodent, and nod. He nods back.
"Welcome to the Starters."
What are you?
We are the Starters, an organization dedicated to taking the strong down a peg and lifting up the weak. We are not a typical group; we do not have a defined territory, and the majority of the members have their own homes to go to at night. We take all kinds, but beware, for you may one day be asked to betray your home clan for us.
We have one goal: to control the Oppressors, or the Cursed Five, as we call them right now. Groups can come in and out of the Oppressor status depending on their strength; groups within the Cursed Five can be lowered if they are weakened, and outer groups that become too strong can be elevated to that status. These groups are our enemies, regardless of their ideology or behavior towards us. They must be brought down.
Any non-Oppressor group is our ally. We will bring them to success, and in the process will maintain the balance of the world; a win-win.
Laws
• The Oppressors are to be kept under control at all costs, be that through raids, spying, sabotage, or any other means.
• Any group outside of the Oppressors may be given aid, whether they request it or not. Aid will be given regardless of the requesting group’s ideology or past behavior.
• Any group that reaches a level equal to that of the weakest current member of the Oppressors can no longer receive aid from the Starters. If they become too powerful, the Starters will have no choice but to attack them to limit their power.
• Loners or members of any group outside of the current Oppressors may join the organization freely, by speaking to any current member, and being sworn in by an Official.
• Members of any group within the current Oppressors may join, but only after participating in the Interview process (see below). The president of the organization must not be a member of any group currently within the Oppressors.
• The Interview is a brutal interrogation to ensure the newcomer isn’t lying. Mental manipulation may be used if the Officials have it, but it is not required- the newcomer will not know whether or not their mind is being read. If the newcomer is determined to be truthful, they will be permitted in.
The Oppressors
These are the groups that the Starters have deemed to be too strong, and thus in need of controlling. The original five are dubbed the Cursed Five, but there can be more or fewer than five groups holding Oppressor status at a given time.

• The Typhoon
• The Pitt
Ranks
The President - The leader of the Starters, responsible for organizing control activities/aid and holding meetings. The President is elected by a majority of members who are from groups not inside the Oppressors, and can be deposed by a majority of those same members.
Current President: Dustin (RPed by [member=78]Verdigris[/member])
The Officials - Responsible for swearing in new members, conducting the Interview, and leading raid/aid patrols. The Officials are selected by the President; they generally do not include members of Oppressors groups, but if the President comes to genuinely trust one such member they may be chosen.
Current Officials: none
The Members - The basic unit of the Starters, but the most important; without members, nothing gets done. Everyone starts here, and can work their way up if they so desire.
Meetings
Meetings are held every two weeks to discuss potential raid targets, as well as groups in need of aid.
Meeting sites vary, but tend to be far away from any other groups. Each president has their own preferences on where to meet. (Dustin, the current president, personally prefers to meet out in the open, where enemy spies can be easily spotted.)
Only current members are told the location of the meeting, but they can bring recruits to the meeting.
