ever since hughes finds out that roy is dead and can't return to amestris, he secretly studies transmutation, and then finally tries it out. but roy walks in on him during it and stops him before he can get too far into it. but, not discouraged, he comes up with a different plan despite being told off. he somehow comes up with the thought that, if he kills roy, he'll be sent back to amestris. then, once he's back, he'll use his knowledge on transmutation to transmute roy there, thus sacrificing himself so he can defeat the homunculi and step up as fuhrer.

of course, the flaws in his plan are revealed to him and he feels awful for what he's done afterwards.
